Wanted

Alina Starkov: The sun summoner. She is wanted for treason and desertion. If you see her, report to the nearest authorities. She is strong and has a group of Grisha that are also wanted for treason. You will be rewarded handsomely for information leading to their arrest.

I just finished reading Ruin and Rising by Leigh Bardugo and that is why she came to mind. The Darkling has control of Ravka and in book two of the series, people reporting to the authorities did happen. But in book three, people tried to capture them to no avail.
